L1 Purchase Charge: 3% on order value

On the Government e Marketplace (GeM), L1 purchase is a procurement method where the buyer can directly purchase goods or services from the lowest-priced (L1) seller. This is done after comparing the offerings of at least three vendors listed on the platform. This approach is applicable for purchases valued between INR 25,000 and INR 10 lakhs. In the context of web development services, the buyer selects the L1 provider after evaluating and comparing their prices and service details with those of at least two other providers on GeM.

Key Aspects of L1 Purchase for Web Development Services:

Price and Specification Comparison: The buyer is required to review and compare at least three different service providers in terms of pricing and service specifications.

Direct Buying: After identifying the L1 (lowest-priced) vendor, the buyer can proceed with a direct purchase on GeM.

Applicable Value Range: This procurement method is valid for services priced between INR 25,000 and INR 10 lakhs.

Quality Assurance: The buyer must ensure that the chosen L1 provider meets the necessary standards in terms of quality, quantity, and specifications.

Delivery Timeline: The proposed delivery period from each provider should be evaluated before finalizing the purchase.
